Changes

• Updated to use .Net v4
• Updated to improve speed and reliability
• Added an event handler to capture CTRL-C, so you won't lose you results when in verbose mode
• Removed dependancy on the ManagedThreadPool.dll third party library
• The settings (e.g. Admin and CGIdirs) are now loaded from the Settings.xml file located in the app dir
• Added an ID to each check, so you can get a rough idea on how far through the tests are. They won't always be in numerical order due to multi-threading!
